California ISO revises draft 2013-2014 transmission plan

The California Independent System Operator (Cal-ISO) released a revised draft of its 2013-2014 transmission plan on March 12, identifying 28 transmission projects representing $1.7bn of transmission projects needed to maintain system reliability.

The original draft plan, released on Feb. 3, identified 29 projects representing an estimated $1.83bn of investment.

The revised draft removed the inclusion of the Henrietta 230-kV breaker project, which the ISO said it would assess further in the 2014-2015 transmission planning cycle, a spokesperson for Cal-ISO told TransmissionHub.

“In addition to the removal of the Henrietta 230-kV breaker project, the estimated cost of the Mesa Loop-in project was reduced, which resulted in the change in the costs from $1.83bn to 1.7bn,” the spokesperson said.

The Mesa Loop-in project, which involves looping the Vincent-Mira Loma 500-kV transmission line into the existing Mesa substation and upgrading the substation to include a 500-kV bus, is estimated to cost $464m to $614m.

The revised plan had also identified an increased number of projects eligible for competitive solicitation, or seven, compared to the five identified in the original plan. The ISO had identified six projects eligible for competitive solicitation as of its March 6 stakeholder meeting. The competitive solicitation process will open in April.

The seven projects are:

·      The Delaney-Colorado River 500-kV transmission line, which is estimated to cost between $469m and $560m. The project, proposed by Arizona Public Service Co., is 110 miles long and would run from Arizona to California.

·      The Imperial Valley flow controller, which involves installing a phase shifter or back-to-back HVDC flow control device on path to CFE.

·      The Estrella 230/70-kV substation, which involves building the new 230/70-kV Estrella substation, approximately 5 miles east of the existing Paso Robles substation. The Estrella 230-kV bus will be looped into the Morro Bay-Gates 230-kV line. A new 230/70-kV transformer will be installed at the Estrella substation. In addition, a 45 MVA distribution transformer will be installed on the Estrella 230-kV bus. The Estrella 70-kV bus will be looped into the existing San Miguel-Paso Robles 70-kV line. A reverse power relay will be installed on the Estrella 230/70-kV and the existing Templeton 230/70-kV #1 transformer banks to prevent the 70-kV system from feeding the 230-kV system. The estimated cost of the project with a single loop into the existing Morro Bay-Gates 230-kV Line is $35m to $45m, and the proposed in-service date is May 2019.

·      The Wheeler Ridge Junction 230/115-kV substation, which involves building a new 230/115-kV substation at Wheeler Ridge Junction and converting the existing Wheeler Ridge-Lamont 115-kV to 230-kV operation.

·      The Spring 230/115-kV substation near Morgan Hill.

·      The Miguel 500-kV voltage support, which involves installing up to 375 MVAR of reactive support at the Miguel substation to mitigate low voltage conditions at Miguel and ECO 500-kV buses under normal summer peak load conditions. The estimated cost of the project is about $30m to $40m, and the proposed in-service date is June 1, 2017.

·      The Suncrest SVC, which entails a 300 MVAr static VAR compensator (SVC) at the Suncrest 230-kV bus, estimated to cost $65m and scheduled to come online in 2017.

Comments on the draft are due by 11:59 p.m. on March 13.
